The Metta Children's Charter


A New Proposed Legal Bill of Rights Designed Specifically to Protect and Defend All Children and Young People of the World 

Conceived and formulated by Metta © 2000


Introduction


A ground-breaking and innovative Charter, conceived, devised and proposed by Metta Human Alpha in 2000, and made public in 2020, which, if it were implemented fully, and introduced into international law, would, at least in theory, serve to protect all the children and young people of the world from abuse, neglect, exploitation and / or the fate of living meaningless lives of labour, manipulation, indoctrination, domination, wage-slavery and servitude.  Because children and young people are not fully autonomous, independent or possess true liberty, as they are, of course, still under the dominion of adults and furthermore do not possess financial or material independence, this state of existence renders them particularly vulnerable and susceptible to unethical, illegal, undesirable and detrimental acts, activities and influences.  Consequently, they form a special group within human society which requires legal and ethical protection beyond that which is needed by adults. 

The  fundamental premise of the Charter is to protect children and to uphold their rights.  That is to protect all those children and young people within humanity under the age of 20 years from abuse, exploitation, neglect, ... or indoctrination, conditioning or psychological programming by adults.  Children are precious because they will form the next generation of human beings that will comprise the future population of the human civilisation of the Earth. 

The future of humanity rests with them. Whatever they become, ... so humanity in the future will become also.  They will either be our future salvation or they will plant the seeds of our future destruction. 

We must take our lessons from history and from grim and bitter experience.  The empirical evidence adequately demonstrates that most serial killers, mass murderers and genocidal dictators came from poverty stricken or abusive backgrounds, or from dysfunctional families, and / or were the product of abusive, inadequate, indoctrinational or neglectful parenting. 

The Children's Charter will also form an integral part of the ethical foundation for Metta's New Human Civilisation, but of course it could also be incorporated, implemented, and come into existence within the currently existing human civilisation.  Enforcement of, and compliance with, The Children's Charter would be undertaken and implemented by, or through Community Watch Schemes, Civilian  Policing, Child Protection Volunteers, Child Counsellors, Child Welfare Organisations and 

through schools and the police.  

Children of every age are to be represented by specialist children's lawyers and would be able and encouraged to invoke articles from the Children's Charter with the intention of prosecuting their parents and/or anyone else with the offence of infringement, digression from or ignorance of the legal precepts of the Charter in a court of law. 


Purpose, Aims and Goals 


The Metta Children's Charter was conceived, designed and produced by Metta with the aim of providing a fundamental framework and a formal and legal bill of rights of ethical, rational, logical and moral principles and precepts, especially formulated for children, as they represent the most vulnerable demographic group of human society, which if enacted, adhered to, and practised by the adult population of the human species, would serve to protect not only the existing children and young people of the world, and also the unborn child (except in cases where abortion is considered the logical, rational and ethical choice), but would also protect even the, as yet, unconceived children of the future, 

from being conceived and then subsequently brought into existence into inadequate environmental conditions, domestic servitude, poverty-stricken existences, 

and / or mistreatment by parents or other adults. 

One of the principle purposes and aims of The Metta Children's Charter is to provide both a blueprint and a workable framework for an entirely new system of children's welfare and children's rights within all human societies, which, if eventually officially introduced into law, would serve as a new, 

wide-reaching and highly effective bill of children's rights.

The Metta Children's Charter and the Articles within it, if introduced into law, could, or would, be enforced with such measures as fines, higher taxes, and, in extreme cases, even prison sentences. 


General Precept of the Children's Charter 


Anyone contemplating or intending to enter, in the future, into the hugely consequential role of being a parent and the venerable institution of parenthood should realise and always remember that parenting is one of the most important undertakings in human society, ... for you will be producing part of the next generation of adult human beings.  If you do not fully intend to take this role very seriously, to rear and educate your children properly and to give them your full attention, mentoring and lots of quality time, which your future children both need and deserve, then it would be far more rational and better for everyone concerned if you did not produce offspring in the first instance. 

Where the institution of parenting is concerned, ... the precept must always be, ... 

"Either do this job properly and seriously, or not at all". 

Therefore, if you do not really like children, ... if you do not really want or never really wanted children,... if you never particularly wanted to be a parent, ... if you cannot realistically and comfortably financially afford to be a parent and rear healthy, well-fed, well-educated children, ... if you do not have the time, or the patience, or the right mentality to be a parent and raise children, ... or if you do not have the energy and enthusiasm,  or the reliable money, wealth and material resources to raise, look after, care for, mentor, teach and wisely instruct a child or children correctly, dutifully, enthusiastically and wholeheartedly  and to do it to a high standard, ... 

THEN DO NOT PROCREATE AND PRODUCE A CHILD OR CHILDREN IN THE FIRST PLACE.


Contents of the Charter

 

The Charter consists of 12 Articles which are diverse in their nature, but all represent and function as fundamental precepts, which have been devised and created for the purpose of protecting children and young people, and are to be adhered to by all human beings, in all parts of the world, and especially in the less developed and least civilised regions of the Earth where infringements of children's liberty, dignity and well-being are common or even endemic. 


Article 1 

No parent, or other guardian or custodian of a child or children is to neglect their duty of care or to abuse their position of power with regards to those children and their well-being. 


Article 2 


No parent is to procreate a child or children, without first making due adequate provision for that child's, or children's future, and without also exercising prior due concern for, and implementing and instituting effective measures to ensure that / those child's or children's future well-being, health and happiness are adequately provided for, and also to provide for his or her education, 

financial and material needs and requirements. 


Article 3     


No parent is to procreate a child, or children only to then largely ignore and neglect it / them, and in particular to neglect the ethical and moral instruction and guidance of that child or children up to the standards of a contemporary, modern human civilisation. 


Article 4 


No parent or other guardian or custodian is to raise a child until it reaches adulthood, only to then direct, order or abandon it, without any financial or material bequeathments or ongoing financial support, ... into a life of desperate, permanent, life-long wage-slavery and / or indentured servitude. 


Article 5 


No parent is to procreate a child or children with the intention of using that child or children as a slave, 

a servant or as a domestic worker, or selling them to others for those or similar purposes, ... or any other type or form of enforced labour or servitude. 


Article 6 


No parent, custodian or guardian of any child or young person is to treat that child or young person with no less respect, kindness, attention, empathy, compassion and love, than that which they themselves would desire and expect to be given and which should be expected to be given to any other human being living in a modern civilised society.  Parents or guardians must always respect, empathise, converse and identify with their children and must always treat them with the dignity and seriousness which they deserve, and relate to them in a civilised manner at all times.  They should never lose their temper with them and never refer to them, flippantly, as 'kids' (kids are baby goats!) or, in a derogatory manner as  brats, tykes or pests. 


Article 7 


No person intending to become a parent and no parent intending to procreate more children, is to procreate and produce children for the wrong reasons.   That is, ... for purely or largely self-centred, 

self-serving, self-orientated or for unethical reasons or purposes. 

Reasons, purposes and motives such as, ... monetary gain, social validation, personal aggrandisement, socio-cultural conformity, to acquire status in the community, to cement a shaky marriage, 

council housing acquisition, child benefit payments, benefit "scams", maternity leave with pay, the provision of personal future security, the provision of a personal, unpaid domestic 'slave', to satisfy one's own ego, to satisfy one's own personal maternal or paternal instincts and urges, as a future investment and for support in one's old age, to sell into sex slavery, or to use as an enforced worker in order to bring revenue into the family, ... or for any other selfish, self-centred or immoral reason. 

(the only valid reason to procreate new human beings, should be, of course, in order to create 

ethical, moral, well-educated, happy, healthy, contented, well-cared for and 

fully civilised new citizens of the world) 


Article 8 


No person, or couple, who is/are poverty-stricken, destitute, homeless, living in inadequate, temporary or sheltered accommodation, or is existing completely or partially on state benefits is to procreate children in such inappropriate and unsatisfactory conditions. 


Article 9 


No person who is not of sound mind, or who does not possess a rational and sane mentality or 

is obviously and demonstrably mentally handicapped or retarded, is to procreate. 


Article 10 


No person who has been convicted of the crimes of paedophilia, child molestation, murder, rape 

or any other violent crime is to procreate and / or raise children. 

By committing these crimes they have automatically forfeited their right to procreate, 

raise and/or have custodianship over children. 


Article 11 


No person or couple are to procreate a child or children with the intention of indoctrinating, imprinting or / and conditioning that child / children's mind with their own personal belief system, cult, dogma or personally held political ideologies.  Similarly, no parent, guardian or custodian of any child / children / young person is to attempt or to undertake the indoctrination, conditioning or programming of the mind of any child or children, with any system of religious belief or political ideology, personally held prejudices or biases, or any unethical, irrational or immoral value system.

Leave children's minds alone.  Stop indoctrinating their young, vulnerable minds. 

Children should be universally educated and then allowed to use their own individual intelligence and judgement to decide objectively what to believe and how to live their lives. 


Article 12


No parent, guardian or custodian of any child or young person is to mentally, physically or sexually abuse that child or young person, or to allow anyone else to do so, 

or to allow that child to enter into any circumstances or environments where that child 

could potentially become a victim of those forms of abuse.  



Supplementary Notes 


Additional Unethical or Unjustifiable Reasons to Procreate Children 


To fulfil a personal, self-serving goal or ambition 

To fill a psychological void within oneself 

To provide one's parents with grandchildren 

To conform to the 'norm' of human society 

To become a respectable part of one's community 

To conform and comply with standardised adult behaviour patterns 

To prove one's 'manhood' or 'womanhood' 

To attempt to give one's life a meaning or a purpose 

To copy the trends and behaviour of one's friends 

To be like and copy the behaviour of one's parents 

To create a new human being whom one can then indoctrinate with one's personal beliefs and opinions 

To acquire status and integrate oneself into the local community 

To consummate and legitimise a marriage 

To acquire a compliant and subservient companion for life 

To demonstrate to one's parents and/or siblings that one is a mature adult 

To bow and acquiesce to peer and/or parental pressure to procreate 

To attempt to gain prestige in one's community by creating a new family unit 

To feel that one is an important part of society 

To be seen and to appear to exhibit 'normal' adult human behaviour 

To avoid the stigma of being called a childless couple 

To conform to/with the ethos and behaviour patterns of one's peer group 

To attempt to out-breed what one perceives to be other rival human groups 

To create new human beings who will look like you, behave like you, and think like you 

To leave a genetic legacy on Earth after one's death 

To increase the number of human beings on Earth who share your religious beliefs, prejudices, dogmas, political leanings, biases, nationalistic tendencies, etc. etc. etc. 

To create a substitute for a neglectful or uncaring partner 

Because you simply like, and want babies and/or children 

To re-create a family like the one you grew up in 

To attempt to re-live or to re-create your childhood through the lives of your children 

To create human beings over whom you are legally entitled to hold dominion 

To interact with or to influence the world and its inhabitants through the agencies of your children 

In order to attempt to achieve previously un-achieved goals and ambitions 

through the agencies of your children 

Because you believe that by leaving children on the planet when you die, 

you are somehow achieving immortality, and continue to exist through them



It must be reiterated, with all seriousness, that the only valid reason to procreate new human beings, should be, of course, in order to create 

ethical, moral, well-educated, happy, healthy, contented, well-cared for and 

fully civilised new citizens of the world.  



The Problem of Child Indoctrination and Conditioning 


Sadly, ignorance, prejudice and dogmas are routinely and even systematically passed on, transferred and incorporated into the minds and the thinking of future generations of human beings, and is done so almost entirely through the insidious process of the psychological indoctrination and programming of children's minds by their parents, families, peers, community and even, to an extent, their society and culture with an alarming and astonishing regularity, consistency and effectiveness.  

This institutionalised indoctrination and programming of children's minds is an ongoing, repetitive and cyclical process, and it has contributed both directly and significantly, throughout humanity's history to sexism, racism, exploitation, wars, conflict and genocide.  

Narrow-minded, blinkered and prejudiced adults almost invariably produce and manufacture children with those exact same undesirable and dysfunctional traits and characteristics.  It is usually only the children of completely open-minded, and truly free-thinking adults who develop and mature and become truly open-minded, free-thinking adults themselves, and it is precisely these types of people whose numbers must be increased exponentially if human civilisation is to advance and improve.  

In fact, this entire problem of child indoctrination must be addressed, corrected and solved before humanity as a whole can have any hope whatsoever of advancing or evolving any further as a species.
